방위사업청은 4일 서울 용산 전쟁기념관에서 ‘저궤도위성통신산업협의회(K-LEO Industry Council)’ 출범식을 가졌다고 밝혔다.
KLO(Korea-Low Earth Orbit)는 대한민국 저궤도 위성통신체계를 뜻한다.
대한민국 ‘저궤도위성통신산업협의회’는 국내 위성통신 서비스사 및 우주 기업들이 협력해 저궤도 우주산업을 발전시키고 효율적인 통신체계를 구축하기 위해 설립됐다.
방사청 관계자는 “이번 협의회 출범은 뉴스페이스(New Space) 시대에 발맞춰, 민간이 주도하고 정부가 뒷받침하는 새로운 형태의 방산·우주 협력 모델을 정립했다는 데 의의가 있다”고 말했다.
이날 행사에는 미래 국가 통합의 핵심 인프라인 저궤도 위성통신망 관련 민·관·군 협력을 위해 김일동 방위사업청 차장, 정기영 미래전력사업본부장을 비롯해 최우혁 과학기술정보통신부(과기정통부) 정보보호네트워크정책실장, 이병선 우주항공청(우주청) 한국형위성항법개발과장, 염주성 국방부 국방정보화국장 등 정부 및 유관기관 주요 관계자들이 대거 참석했다.
저궤도위성통신산업협의회는 국가 우주 개발에 민간의 전문성과 창의성을 적극 활용하고 민·관·군 간 협력을 강화하기 위해 구성된 민간 협의체로 △위성체 △지상체 △단말기 △통신서비스 등 4개 분과로 구성되며 참여 기업들이 자율적으로 운영할 예정이다.
김일동 방사청 차장은 개회사를 통해 “지금 전 세계는 우주 패권 경쟁 시대로 접어들었다”며 “저궤도 위성통신은 국가 안보의 핵심 인프라로 언제 어디서나 끊임없는 초연결·초저지연 통신망을 확보하는 것은 이제 선택이 아닌 생존의 문제”라고 말했다.

The Defense Acquisition Program Administration (DAPA) announced that it held the launch ceremony of the Low Earth Orbit Satellite Communications Industry Council (K-LEO Industry Council) on the 4th at the War Memorial of Korea in Yongsan, Seoul.
KLO (Korea–Low Earth Orbit) refers to South Korea’s low Earth orbit satellite communications system.
The Korea Low Earth Orbit Satellite Communications Industry Council was established to advance the domestic LEO space industry and to build an efficient communications system through collaboration among Korean satellite communications service providers and space companies.
A DAPA official stated, “The launch of this council is significant in that it establishes a new model of defense and space cooperation suited to the New Space era—one led by the private sector and supported by the government.”
The event was attended by a large number of key officials from government ministries and related institutions to promote public–private–military cooperation in LEO satellite communications networks, a core infrastructure for future national integration. Attendees included Kim Il-dong, Vice Administrator of DAPA; Jung Ki-young, Head of the Future Force Programs Bureau; Choi Woo-hyuk, Director General for Information Security and Network Policy at the Ministry of Science and ICT; Lee Byeong-seon, Director of the Korean Positioning System Development Division at the Korea Aerospace Administration; and Yeom Ju-seong, Director General of Defense Informatization at the Ministry of National Defense.
The Low Earth Orbit Satellite Communications Industry Council is a private-sector consultative body formed to actively leverage private-sector expertise and creativity in national space development and to strengthen collaboration among the public, private, and military sectors. The council consists of four divisions—satellites, ground systems, terminals, and communications services—and will be operated autonomously by participating companies.
In his opening remarks, Vice Administrator Kim Il-dong stated, “The world has entered an era of competition for space dominance,” emphasizing that “low Earth orbit satellite communications are a core infrastructure for national security. Securing uninterrupted, ultra-connected, and ultra-low-latency communications anytime and anywhere is no longer a choice—it is a matter of survival.”
